China and Russia are competing for Central Asia’s vast oil and gas resource, which provides Kazakhstan and Turkmenistan with room for manoeuvre. However, as this new CER report argues, increased engagement from the EU and the US is needed to prevent China replacing Russia as the region’s new hegemon.
