Invitation to Sign Petition to EP on Stem Cell Research Funding
I write to bring to your attention a petition to the European Parliament that was launched at the 1st meeting of the World Congress of Freedom of Scientific Research last 18 February in Rome.
The appeal calls on the EP to "ensure that: the 7th Framework Programme on Research at least confirm the funding of research projects on stem cells obtained from supernumerary embryos" and urges the "eligibility to funding to be extended to research projects on nuclear transfer (inappropriately called "therapeutic cloning").
The petition was submitted on 1 March by Professor Pierluigi Strata, also on his behalf I invite you to sign it online and circulate it among friends and colleagues.

Nosaltres, els sotasignants,
(ciutadans de tot el món, personalitats de la ciència, la cultura i la política...) ens unim per a donar cos i veu a una esperança de vida i de salut que avui passa per la llibertat i la responsabilitat de la investigació científica, i que rebutja els nous prohibicionismes anticientífics i ideològics.
Gràcies al ràpid progrés de la investigació científica, i en particular als esperançadors resultats de l’experimentació amb cèl.lules estaminals embrionals humanes, avui dia hi ha esperances concretes de que aquestes investigacions permetin el descubriment de cures per a malalties com la diabetes, les patologies cardiovasculars, la malaltia de Parkinson, l’Alzheimer, l’esclerosi, la distròfia i moltes altres que afecten centenars de milions d’éssers humans a tot el món.
El concret potencial d’aquests sectors d’investigació imposa la urgència de regulacions adequades, que puguin garantir el respecte de la dignitat humana i permetre el control dels processos en curs, més enllà d’imposicions de caire moral o religiós.
Considerant l’Article 15 (3) del Pacte Internacional dels Drets Econòmics, Socials i Culturals que compromet als Estats signataris a “respectar la indispensable llibertat per a la investigació científica”;
considerant l’Article 12 que estableix “el dret de tota persona al gaudi del més alt nivell possible de salut física i mental”;
considerant el comentari 14 al precitat article que estableix l’obligació per part dels Estats “de respectar, protegir i realitzar” els esmentats drets,
nosaltres, els sotasignants,
instem al Secretari General i als Estats membres de l’ONU a que rebutgin tota proposta dirigida a prohibir la investigació científica amb cèl.lules estaminals embrionals, ja sigui pel que respecta a l’ús d’embrions supernumeraris (d’altre manera destinats a la destrucció), com a la tècnica de transferència de nucli cel.lular destinada a la producció de cèl.lules estaminals.
Aquesta prohibició, si fos adoptada a nivell mundial segons ja fou proposat per desenes d’Estats a la 58ª Sessió de l’Assemblea General el 2003, representaria una condemna a una existència privada d’esperança per a milions de persones a tot el món que viuen en l’espera d’una cura per a llurs malalties.
Per tant, dirigim a Vostés la nostra petició per a que es puguin trobar regulacions que afirmin el dret a la vida i a la salut garantint la llibertat de ciència, consciència i coneixement.
Ciudadanos de todo el mundo, personalidades de la ciencia, la cultura y la política...> nos unimos para dar cuerpo y voz a una esperanza de vida y de salud que hoy pasa por la libertad y la responsabilidad de la investigación científica, y que rechaza los nuevos prohibicionismos anticientíficos e ideológicos.
Gracias al rápido progreso de la investigación científica, y en particular a los prometedores resultados de la experimentación con células estaminales embrionales humanas, hoy día existen esperanzas concretas de que tales investigaciones permitan el descubrimiento de curas para enfermedades como la diabetes, las patologías cardiovasculares, la enfermedad de Parkinson, el Alzheimer, la esclerosis, la distrofia y muchas otras que golpean cientos de millones de seres humanos en todo el mundo.
El potencial concreto de estos sectores de investigación impone la urgencia de reglas adecuadas, que puedan garantizar el respeto de la dignidad humana y permitir el control de los procesos en curso, más allá de imposiciones de naturaleza moral o religiosa.
Considerando el Artículo 15 (3) del Pacto Internacional de los Derechos Económicos, Sociales y Culturales que compromete a los Estados firmantes a "respetar la indispensable libertad para la investigación científica";
considerando el Artículo 12 que establece el "derecho de toda persona al disfrute del más alto nivel posible de salud física y mental";
considerando el comentario número 14 a tal artículo que establece la obligación por parte de los Estados "de respetar, proteger y realizar" tales derechos,
nosotros, los abajo firmantes,
instamos al Secretario General y a los Estados Miembros de la ONU a que rechacen toda propuesta dirigida a prohibir la investigación científica con células estaminales embrionales, ya sea en lo que respecta al empleo de embriones supernumerarios (de otro modo destinados a la destrucción), como a la técnica de transferencia del núcleo celular destinada a la producción de células estaminales.
Esta prohibición, si fuese adoptada a nivel mundial según fue propuesto por decenas de países ya con ocasión de la Sesión 58 de la Asamblea General en 2003, representaría una condena a una existencia privada de esperanza para millones de personas en todo el mundo que viven a la espera de una cura para sus enfermedades. Por tanto, dirigimos a Vds nuestra petición, para que se puedan encontrar reglas que afirmen el derecho a la vida y a la salud garantizando la libertad de ciencia, conciencia y conocimiento.
AGAINST AN INTERNATIONAL BAN ON HUMAN EMBRYONIC STEM CELL RESEARCH FOR THERAPEUTIC PURPOSES
We, the undersigned,
Citizens from all over the world, leaders in the fields of science, art and politics> come together to express their hope for freedom in scientific research and to reject those elements of society that would seek to constrain or otherwise undermine this freedom.
As a result of rapid advancement in scientific research, and in particular of the encouraging results of recent work with stem cells from human embryos, there exists today a genuine prospect that such research may result in cures for conditions such as diabetes, cardiovascular diseases, Parkinson´s and Alzheimer´s, sclerosis, dystrophy and other agonizing ailments that afflict millions worldwide.
In order to safeguard this research there must be adequate legislation, able both to safeguard respect for human dignity and prevent the imposition of moral or religious beliefs that might destroy the ability of scientists to advance the cause of human well-being.
Whereas> come together to express their hope for freedom in scientific research and to reject those elements of society that would seek to constrain or otherwise undermine this freedom.

- Article 15 (3) of the International Covenant on Economic, Social and Cultural Rights lays down that the ratifying States "undertake to respect the freedom indispensable for scientific research";
- Article 12 lays down "the right of everyone to the enjoyment of the highest attainable standard of physical and mental health";
- General Comment 14 to said Article lays down the obligation of ratifying States "to respect, protect and fulfil" such rights,
We, the undersigned,
Urge the UN Secretary General and Member States to reject all proposals aimed at the prohibition of scientific research on stem cells from human embryos, either regarding the use of supernumerary embryos (otherwise to be destroyed) or the technique of cell nuclear transplant for the production of stem cells.
Should such prohibitions be adopted worldwide, as proposed by many countries during the 58th Session of the 2003 General Assembly, it would condemn hundreds of millions of individuals afflicted by debilitating diseases to a life deprived of hope. Hence we urge you to establish rules that protect the right to life and health by ensuring freedom for research, choice and knowledge.
