Dear friends,

We are pleased to forward the documents with which we have concluded the meeting of the General Council of the Nonviolent Radical Party, transnational and transarty on Sunday 22nd of November.

We are pleased to forward the documents with which we have concluded the meeting of the General Council on Sunday 22nd of November. We believe they can lay the foundation for the regained centrality of the Party and the convocation of a Congress capable of addressing the challenges of our times by the end of 2010.

We were also particularly pleased to endorse a special motion that Ms. Rebya Kadeer introduced through our General Council member Enver Can, concerning the latest developments of the Uyghurs, which we are sure will positively contribute to fostering their cause in Italy and the rest of Europe.

General Motion

The General Council of the Nonviolent Radical Party, transnational and transparty, meeting in Rome in the Capital Hall of the Senate of the Italian Republic on November 20-22, 2009, alongside with the Conference “The heritage of the Manifesto di Ventotene. Federalisms, confederalisms, autonomy or  indipendenza: può lo Stato Nazione fornire un modello valido per l´affermazione dei diritti individuali? I casi di Cina, Indocina, Balcani, Caucaso e Medio oriente.” Promoted by Radicali italiani and the European Liberal-Democratic and Reformers Party.
 
TAKING NOTE of the report on the situation of the Party presented by the first Vice President of the senate of NRPtt Maurizio Turco and of the introductory remarks of the President of the senate of the NRPtt Marco Pannella;
 
REAFFIRM the denounce of the systematic disregard of the Law, starting with the Universal Declaration on Human Rights, and of the principle of legality at both the national and International level as the main factor of the crisis of our time for the democratic world;
 
CONFIRMS that nonviolence is most appropriate political instrument able to structurally tackle with this systematic violation of the laws and allow the implementation of individual rights, such as indicated by the Cappato Report on human rights adopted by the EU Parliament in May 2008;
 
TAKING NOTE of the priority that all over these years has been given to the Italian front with the subsequent strengthening of the constituent bodies of the party,
 
ENDORSES AND ADOPTS the proposal by the President of the senate of the party to commit the party and its executive bodies to reaffirm the full priority for the structures and activities of the Party to prepare and convene by 2010 a Congress adequate to the current urgencies and with the full recovery of the past years, so that it would be clearer that the whole party will want and be able to support the nonviolent struggle for the affirmation of the rule of law on the Italian front;
 
furthermore, as far as the European reality and the crisis of the European Union are concerned, considering also  the debate and the conclusions of the conference on the heritage of the Manifesto di Ventotene, and taking note of the necessity and urgency of the implementation of the inspiring principles and goals of that political document, and in strict cooperation with the World Federalist Movement, the European Federalist Movement and their affiliated organizations at National level as well as with the federalist components and members of the EU Parliament and of the National Parliaments;
 
decides to RELAUNCH the necessary new federalist struggle, knowing that this proposal ever more clearly concerns and involves also the other regions of the world beyond Europe, in particular working in close synergy with the movements whose objectives are autonomy, federalism and human rights, starting with the Organization of the Unrepresented Nations and Peoples, UNPO, that has adopted the nonviolent choice;
 
WELCOMES the decision by several members of the Tibetan Parliament in exile to join the Radical Party and re-launches the objectives of the Satyagraha for the truth on the negotiations between the representatives of His Holiness the Dalai Lama and the Chinese Government.

Uyghur situation in East Turkestan

Taking Note of the report on the situation of the Uyghur people in East Turkestan (aka: Xinjiang Uyghur Autonomous Region of China) presented by Ms. Rebiya Kadeer, Uyghur democratic leader and president of the World Uyghur Congress, the General Council of the Nonviolent Party, transnational and transparty:

Condemns the military crackdown of the peaceful Uyghur people in East Turkestan since July 5th 2009 and the recent execution of eight Uyghurs;

Calls on the UN, EU, OIC and other international bodies to send a fact-finding mission to East Turkestan; Asks the Chinese authorities to release Uyghurs detained and arrested for participating the July 5th protest as well as Ms. Rebiya Kadeer’s two imprisoned sons – Alim and Ablikim;

Urges the Chinese leadership to find a peaceful settlement to the issue of East Turkestan by initiating genuine negotiation with the World Uyghur Congress led by Ms. Rebiya Kadeer;

Looks into ways to establish an Italian-Uyghur Friendship Group in the Italian Parliament in order to raise the profile of the issue of Uyghur people and East Turkestan in Italy and at the European Parliament;

Urges the Italian Parliament to pass a resolution in support of the Uyghur people’s peaceful struggle for human rights, freedom and democracy through nonviolence and in defense of Uyghur people’s culture, language, identity, religious beliefs and other fundamental human rights;
