For the Organization of Elections of an Associate Members Steering Committee

Dear Associate Members

Last Friday, 10 January 2014 I visited Alde offices - unfortunately, Miguel Cunha Duarte could not be present because of a flight cancellation - where I had a fruitful discussion with ALDE Party SG Jacob Moroza-Rasmussen on the petition to establish an Associate members’ steering committee.

It was decided that the election will take place this spring, somewhere in the second half of March or early April, using the Single Transferable Vote (STV) voting system which is one of the best methods to achieve a proportional representation and diversity. http://en.wikipedia.org/wiki/Single_transferable_vote

The main tasks of the ALDE Party Associate Members Steering Committee are to:

  1. Organize and participate in European-wide events and campaigns;

  2. Representing associate members between congresses;

  3. Promote and monitor individual members activities;

  4. Propose improvements of the membership scheme;

  5. Promote the ALDE Party and the EU, coordinate and engage local clubs;

The Steering committee is composed of five (5) members. Below a synopsis of the associate members Steering Committee Regulation:

  1. The Associate Member steering committee is composed of 5 members, elected for a bi-annual mandate. Elections take place around the Party Congress, taking place online using the Single Transferable Vote voting system;

  2. Any associate member can nominate himself/herself for the steering committee; every nomination must be supported by at least one other associate member, eligible to vote.  Eligible to vote are all Associate members who are up to date with their membership contribution.

  3. There is a maximum of 2 consecutive mandates for the steering committee members;

  4. Steering committee members will elect the chairman of the committee, through a majority vote;

  5. Steering committee meetings should occur at least every trimester, and can be physical or through the use of technological means. A memo with the main decisions of the meeting should always be produced and published;

  6. Decisions are subject to majority vote;

  7. The steering committee will work, and be able to take decisions, as long as there are at least three members. If because of resignation, or any other reason, less than three members remain, and the next regular election is 180 days or more away, a new election will be organised for filling the open vacancies until the next regular election.

 

  1. Changes to this regulation are subject to vote and discussion, by associate members, on a general Associate Members meeting to be organised at the fringe of every ALDE Party Congress, by the steering committee. The ALDE Party Bureau has veto rights over any changes.

  2. The steering committee or associate members should use the special ALDE Party Associate members logo for any event, invitation or publication. The official ALDE Party logo may only be used after approval from the ALDE Party secretariat.

  3. In the event that the ALDE Party or associate membership is dissolved, the steering committee will cease to function.

  4. The first mandate of the steering committee that will start in spring of 2014 will exceptionally last shorter. The elections for the next mandate will be held around the second ALDE Party Congress after the establishment of the steering committee.
