The EU is failing to make good use of the European External Action Service (EEAS), which was created under the Lisbon treaty. Some of the problems affecting the EEAS's performance are of its own making. Others are the fault of the member-states and the Commission. This policy brief presents 10 recommendations on how to improve Europe's new diplomatic service.
